     This issue seems very clear in some areas and
thicker than pea soup in others.
     Unless written right, it could be a very sticky
wicket.
     We'll let you know how it turns out.
Hoped-for rough draft by mid-May to be emasculated by the
legal beagles during the summer and finalized in the fall.
