To pull clips from a DVD on a PC (from DVDs for which you own copyright, 
obviously):

Rip the DVD using Ripit4me.
Open the DVD files in DVD Shrink.
Hit the 'reauthor' button.
Double-click on the title/DVD section you want to pull the clip from.
Right-click on the title in the left column.
Select 'set start/end frames'.
Set them for the length of the clip.
Hit 'backup'.
The backed up files will contain a short .vob file which is your clip. 
You can rename the file to .mpg if you like.

You must Google for the programs because their domains are apparently 
blacklisted by the Screen-L list server.
