I'm sure there are many.... but if I understand the question, off the top I
can think of Strange Days (1994) with Ralph Fiennes, The Fifth Element
(1997) with Bruce Willis, and if I recall (ha ha) Total Recall and the
Terminator movies with Arnold Schwarzenegger ?  Sorry none of these is
recondite - and the conspiracy is not necessarily the author/cause of the
sci fi element, in each - sometimes the conspirators just use the
available, futuristic technology.  Anyway, hope mention of these few helps.
